About the Author

HENRY FERNS was educated at the University of Manitoba and at Cambridge. He has also lectured in social science at the University of Birmingham.

BERNARD OSTRY was born in Wadena, Saskatchewan and studied at the University of Manitoba and the London School of Economics. He has held several senior posts in federal government agencies, including Secretary General of the National Museums of Canada.

JOHN MEISEL is the Sir Edward Peacock Professor of Political Science Emeritus at Queen\s University and is also Senior Research Fellow in the Centre for the Study of Public Opinion at Queen\'s University. '
