While some of Messrs Singer and Litan's proposals would undoubtedly spur investment; and I agree that certain legacy regulations need to be scrapped or overhauled, their arguments are presented as if in a vacuum where the consumers' interest don't even factor in as an afterthought.

The Need for Speed is a must-read. The authors really get to the heart of the issues. A book that policy makers should read before addressing issues of spectrum and telecom.
