One of the most dramatic new developments in the international finance over the past decade has been the rise of the Sovereign Wealth Funds (SWF). These are the state-owned investment funds that hold large amounts of stocks, bonds and other assets. Most of SWFs have been created in the developing resource-rich countries that owned excessive amounts of cash and had very little external debt. In a sense, SWFs were means for these countries to diversify their state-owned portfolios. Most of these funds are having a very significant impact on the world markets. There have also been some highly publicized cases of bad investments by SWFs, such as the cash infusion into the big Wall Street companies followed by the subprime mortgage crisis. The biggest concern, however, with the SWFs is their potential impact on the strategic and policy decisions. Many people in the developed countries are concerned with the influence that these funds can have on the political systems and security in the West. However, the exact nature and the scope of these potential threats are highly debatable, and it is not at all clear that the various states have been pursuing to change their foreign policies by leveraging their SWFs.

The first part of this book deals with the SWFs in general, with describing in some detail the origin and the holdings of some of the more significant ones (like the one that is run by the Chinese government). The bulk of the book, however, deals with various strategic resources that the authors perceive to be of crucial strategic importance over the course of the twenty-first century, such as oil, coal, natural gas, other energy resources, and water. There is also a chapter on demographic trends and the way that they will shape the long-term economic outlook.

Most of the material in this book appears to be well researched, with authors always keeping the "big picture" in mind. I especially appreciated attention to the details of the oil and natural gas production, processing and consumption. This material helped expand my rather cursory view of these topics. Most of the chapters end with a few investment tips, mostly of individual stocks. I am not competent to assess how credible these investment tips are, but based on the material presented in the book they seem at least highly plausible.

The book is also a very good resource for further research and study on these matters. Whether you are interested in pursuing international investment opportunities or just want a better understanding of the financial and economic factors behind international affairs, this book will provide you with plenty of information on those topics.

In thirteen chapters, the authors dissect the age of commodities rather than state of the State and its rise. The book, cryptic and written in monotonous predictable sentences, reads like an investors' crib sheet with short overviews of oil, oil exploration, natural gas, coal, water, the impact of the BRICs and other Asian countries (Mongolia, Cambodia and Vietnam). The background of oil and natural gas is of interest, the prognostication on China and its future growth informative, and, the authors appear knowledgeable and enthusiastic about investing in emerging markets. But, anyone looking for an assault or analysis of the emergence of State controlled entities can search elsewhere.

This book is really about the rise of the State and Energy -- I think. It's a good book. I don't know if there are a ton of advice for the run of the mill middle class America, but if you're an avid trader or you do international investment or are just interested in international business, this book is certainly a fresh take on the rise of the state by some businesssmen who have a lot of experience in the industry.

I wouldn't take it as gospel but certain, it presents some very concrete advice and data points that should be taken into consideration. Consider reating it just be aware, it's not "just" about Sovereign Wealth Funds.
