Thoroughbred horse racing is enduring a period of declining fan attendance, fewer horses in competition, and less track revenue. The consequence for bettors is reduced winning percentages, toughening the already difficult task of turning a profit. Quinn, an expert handicapper and author of The Handicapper's Stakes Festival (Morrow, 1995), offers both on- and off-track approaches to counteract these troubled times. In the "On Track" section, he provides many finer points of handicapping that will likely interest only serious players. Casual bettors generally do not analyze races this deeply and will probably not have great interest in these methods, although other useful tips can still be found. The "Off Track" section is a collection of opinion pieces only peripherally affecting handicapping. Instead, it recommends methods that tracks may use to expand their fan base and help offset the industry's difficulties.
