Making the book available for collectors only?,

The seller of the book says, "I own the rights...I want to make it available..."
There are young people in bugle bands who would enjoy using the materials in this book. I fail to see how selling one book at $245 makes the book 'available', except to a collector or a wealthy person. Since the seller owns the rights, it cannot be shared or republished by a buyer. Will the owner consider re-issuing the book in an affordable format? An additional note: 'trumpet' in this context is the official US 'field trumpet', commonly known as the American army bugle.
