Format: Paperback
Important addition to the discussion on low-end warfare. Many pieces concentrate on the hard "counter-insurgency" aspect of conflict without focusing on the enabling of local forces. Of course, all the pieces on Counter-Insurgency always end up noting as part of the conclusion the importance of effective local forces (from government legitimacy to military effectiveness). This book starts with where other books conclude, and is clearly informed by someone who has paid heed to his military experience.

Rawley lends his extensive expertise and unique perspectives to a little-studied but often-used aspect of warfare. Particularly timely is his chapter on Syria. His chapter on Emerging Technology, Tactics, and Partners. Readers will find information on how terrorists and other groups use such things as iPhone apps to accomplish their objectives. It both serves as a primer for the novices and a framework for the practitioners. Well worth the investment. A copy is now on my reference shelf.
