This is the real manual of the United States Government. It should be a must for every American over 16. It also should be a must for every Secretary of any of the agencies in the manual. They do not seem to know what the enabling legislation for their own agencies is. This is a great book, and like the Constitution, is too important to every American not to be read, and re-read, and for Americans to watch to make sure no legislation is sneaked by (which the manual says is illegal) to change the enabling legislation. I had to read it for my PhD. But was really glad I did.
