The Missouri River is managed by Federal Government agencies. They provide the most easily accessible informantion on their work on the river and it would be naive to expect them to be crtical of their own performance. State and local agencies involved in administration of the Federal plans, who may depend on Federal money, should not be expected to offer up information critcal of the work they are involved in.Schneiders provides a reasoned, sometimes critical, non-governmental voice to the history and management of the Missouri River.
