About the Author

Duane D. Baumann is executive director of the Universities Council on Water ResourcesÑwhich represents ninety-seven universities with water resource programs in the United StatesÑwith headquarters at Southern Illinois University, Carbondale. He is the founder of Planning Management Consultants, Ltd. He is a consultant for numerous urban water utilities as well as state and federal government agencies, and a professor of geography. John J. Boland is a professor of geography and environmental engineering at the Johns Hopkins University, where he specializes in environmental economics and policy. He has spent almost 35 years in the urban water field as a utility manager, researcher, and consultant. W. Michael Hanemann is a professor of environmental and resource economics at the University of California, Berkeley. He has been a consultant on urban water economics to various water agencies, including the California Water Resources Control Board, the Los Angeles Department of Water and Power, and to the directors of the Metropolitan Water District of Southern California.
