Good framework, but its applicability is not clearly demonstrated, February 9, 2008

This book introduces the 3Ms (Measure/Manage/Magnify) methodology to develop metrics, improve performance and generate continuous improvement. The elements comprising the 3Ms profile are the key result areas weighting (relative weight for each objective), performance objectives (metric and scale), performance factors (identifying responsibilities for the performance), training objectives (to reach performance target) and promotability (reward when performance is achieved).
Then these principles are systematically applied to the project management processes as described in the PMBOK, and also more generally to a PMO implementation (to show progress towards global improvement of project management). This is a good framework but unfortunately it lacks concrete examples so that implementation may be difficult and it focuses too much on compliance, not on actual results for the organization.
