if it is a plug in usb type, probably not. it won't have drivers. you need a mifi or hotspot type device or use your phone as a hotspot

I would say yes. I have used my Verizon mifi and tethered my Droid Bionic using the Foxfi Android app3g and 4g. I don't know about Virgin but it should work you would think.
