UPDATE 6/11: After writing this review, I decided to really slather on the CE Ferulic (ten drops instead of one or two) and noticed a distinct improvement. Using that much, I'd say it's equivalent to Skin Ceuticals. However, it also probably works out to be more expensive.

I have been using Skin Ceuticals CE Ferulic and B5 gel on my face every morning for several years and found they significantly reduce redness and irritation. However, these products are quite expensive, so when I found this American-manufactured "generic" with good reviews, I was willing to give it a try.
Here's what I found:
SKINCEUTICALS CE FERULIC INGREDIENTS:
Water, Ethoxydiglycol, L-Ascorbic Acid, Propylene Glycol, Glycerin, Laureth-23, Alpha Tocopherol, Phenoxyethanol, Triethanolamine, Ferulic Acid, Panthenol, Sodium Hyaluronate
COSMETIC SKIN SOLUTIONS CE FERULIC INGREDIENTS:
Water, Ethoxydiglycol, L-Ascorbic Acid, Propylene Glycol, Glycerin, Laureth-23, Alpha Tocopherol, Phenoxyethanol, Triethanolamine, Ferulic Acid, Panthenol, Sodium Hyaluronate
OBSERVATION: Products have a similar "iron" smell. Skin Ceuticals is brown and has a slippery feel, Skin Solutions is clear and only slightly slippery. Both tingle slightly when I use them and leave a comfortable "protective" layer on my skin.
Because of the difference in texture, I have to use nearly twice as much of the Skin Solutions product to get the same coverage, which reduces its savings.

OBSERVATION: The two products do not seem similar to me. Skin Ceuticals has a light slippery feel. Skin Solutions feels like rubbing water on my face. Neither product has any obvious effect (like tingling or instantly feeling 10 years younger). I have to use more of Skin Solutions for the same coverage.
CONCLUSION: After two months using the Skin Solutions products, I've experienced a noticeable increase in redness and skin irritation on my face. I can't swear this is because of the switch - obviously other factors like weather come into play. However, between that and the fact I use less of the Skin Ceuticals (making the price more comparable) I've decided to bite the bullet and switch back.
As a final comment, at the time of my purchase I checked the reviews on Amazon and only *one* of the reviewers who gave this product five stars had posted reviews on other products - a red flag, in my opinion, although your mileage may vary.
