The vowel chart is very useful if one knows where to begin. It helps to have a teacher who knows how to work with a chart. Better would be to buy Coffin's Overtones of Bel Canto with the chart--the two were made to work together. But the chart itself can help you make sense of the sounds you get on certain notes with certain vowels. It's a great tool, but not a teacher itself. It's an interesting study guide, but not a textbook.

My voice teacher suggested this as an aid for my singing. This helps the singer know in which direction to modify vowels in various ranges of one's voice for maximum resonance. I am amazed at what a difference it makes.
