Not really impressed

I was initially excited when I saw this product, mainly because I like the different options in terms of colors. I looked at the reviews, and gauged that I would need a large to fit me. I usually wear a size 2-4, but the reviews stated that the skirt ran very small. I have a hourglass figure, approximately 130 pounds, and 5'5" in height. As soon as I opened the package, I knew that the skirt was too large.
--Measurements of a large skirt:
The top of the skirt is has a diameter of 12.5 inches and a circumference of 25 inches. The total length of the skirt is 30 inches and the width at the widest point on the skirt is 17.5 inches. I had about an inch left of space a the top of the skirt that hits at the waist and the rest of the skirt just cascaded down, leaving me with no shape.
So the measurements given for this skirt are wrong. That is why so many people are having problems with this skirt.
I purchased the navy blue, and it is exactly as pictured.

The skirt comes to about mid calf, which is longer than what I actually wanted.

It is soft to the touch, not itchy at all. It has a nice shine to it. The material does stretch horizontally, but not vertically. The skirt is slightly see-though if held up to a light. There is no lining and it is simply stitched. I do not like how the sides of the skirt are sewn together because it creates a seam that bulges out and is very noticeable on the outside when worn. To be honest, if you know how to sew, this skirt is something that one can make at home.
Not really impressed. I would probably have to order a medium for this skirt to work, but it's not worth it to me, so I will just send it back.
