With no correctional or law enforcement experience, Robert E. Cahill ran for and won the office of High Sheriff of Essex County, Massachusetts, becoming the first Democrat elected to the post in it’s over 300 year history. What Cahill discovered as he took office in 1974 was a county correctional system in such a state of neglect and abuse that it was in violation of almost every health and human-rights regulation on the books.

This is a first-person true story of thieves, murders, fugitives, rioters, reckless youths, the criminally insane and the wayward sheriffs that were charged with taking care of them. It is about the miraculous progress of these destitute inmates and bumbling sheriffs in the bastilles of "Witch County" as they struggled from the dark ages into the Twentieth Century. In the process, the High Sheriff was also transformed from a staunch conservative to a devious liberal, battling many foes, including the public and press, to win equal rights for his inmates- a battle that almost killed him. This book is an eye-opener for Americans, exposing how we neglect and mistreat our downtrodden and dysfunctional fellow citizens.

About the Author

Robert E. Cahill has published over 100 feature articles in Yankee, National Geographic and other national magazines. In addition, he has published over thirty non-fiction books about New England life, lore, and history. Prior to his work as an author, he served as a lieutenant in the Army Intelligence in East Africa, dove professionally as a scuba diver, served as a Massachusetts state representative, served as the Sheriff of Essex County and worked in advertising and public relations.

If you can make it past the boring first chapter, which describes Mr. Cahill's race for election to the office, then you will thouroughly enjoy the rest of the book, which details very funny experiences regarding the unique career of caring for/rehabilitating the incarcerated. Because I enjoy Mr. Cahill's books of New England hisory and folklore, I will read anything he publishes. I dreaded reading the WAYWARD SHERIFFS for two years before I finally decided to begin it, fearing I would be disappointed because of my lack of interest in law enforcement. What I found instead was a very compelling group of tales about individuals approaching a thanklessjob in a very humorous fashion with little support from lawmakers or taxpayers. I believe that the only way you'll now find this book is through the "Old Salt Box Publishing Co" website, but if you are a fan of Mr. Cahill's local histories, I would strongly suggest you grab this book as well while you have the chance!
