About the Author

M. Anne Hill is professor and chair of the Economics Department at Queens College, City University of New York. She has conducted research on the determinants of underclass behaviors, the effects of disability on labor markets and the education of girls and women in the developing world.

Thomas J. Main is assistant professor at the School of Public Affairs Baruch COllege, CUNY. His research interests are homelessness, welfare reform and urban governance.
