Continuing to charge a battery pack after it's been fully charged kills the potential charge length of the pack. I know this has indicator lights to signal a full charge, but does the charger stop charging once the controller is fully charged?

I don't have my kill a watt with me but I would bet that it would stop unless it would explode the batteries when left on over a weekend.

Don't know the answer but I would think that Energizer is fully aware of rechargeable battery requirements having produced them for many, many years and would not suddenly choose not to include the electronic intelligence to stop charging once they are full. This stand is designed as storage place, not just a wall charger.
