From the bridge of the submarine *Sea Serpent*, Lt. William Kenlon saw a huge creature flying overhead with a wingspan unlike any bird the young naval officer had ever seen. Almost instantly it disappeared, and Kenlon thought the strange bird had been only an apparition.
Suddenly it reappeared. It was not a bird, but a man with wings. Kenlon found himself is the cold water, beginning a journey into a fearful future. Here a waterlogged Earth was populated by bird-men and fish-men, and the war between them was one of extermination.
