Ok quality but very small & short,

I was hesitant to order this online bc I couldn't see it, but after reading the measurements (39" tall & 22" waist) and that it fits 2-4 yrs old, and after looking at the product picture and a reviewers picture, I decided it would be a safe bet. When I pulled it out of the box, I could not believe how small it was. I double checked the tag and it's confusing bc it says "2-4T" but underneath it says "for ages 1-2". It was ordered for my daughter's 3rd birthday party for her wizard of oz theme, it thankfully JUST fits but is extremely short. She is about 37 - 38 inches so there is no way it would fit up to a 39" girl. The quality is ok and she loves it, but the sizing is confusing. I don't know if I would've been better ordering the next size up, but the girl in the picture for that looks much older than my daughter.
