The Wolo 4000 Alert is a powerful 50-watt, 12-volt electronic siren that has three different functional siren sounds: wailer, yelp, and air horn, plus a P.A system. The Alert 4000 is built with state-of–the-art electronics throughout to provide years of dependable service. The compact size of the siren controller makes mounting possible in vehicles that have limited available open space in the dash area. The three emergency sounds and public address system have a full range of adjustable sound output, which is controlled by the rotary volume control. The kit comes complete with a 100-watt RMS speaker, plug-in microphone, metal mounting bracket and mounting hardware.

I bought one of these and was very disappointed. I bought it primarily for the PA capability, and that's the part that didn't work from the very beginning. The mic and base unit are basically junk, and the speaker is just OK. Look elsewhere if you want any quality.

the siren on mine is loud, however the PA function must me turned down to Low to Medium, anything louder that that you will just get static.

I have had problems with junk that Amazon sells really cheap, I think these might be seconds that someone is re-sellign after buying in bulk, hence the low price and no warranty. I bought a real, new one from warning light pro and it worked great! Very loud and well made.
