The manual presents solutions and strategies that reflect an investment of more than $20 million dollars on the part of local governments and private organizations to address the Y2K problem. The 300-page appendix includes a variety of sample forms that can be quickly customized and included as part of an agency's Y2K plan.

This document has been developed by the Metropolitan Washington Council of Governments (COG) to provide guidance to member jurisdictions and agencies on best practices for dealing with the Year 2000 Problem (Y2K). The intent of COG is to make this information available to help local government organizations fast-track preparations for the year 2000 challenge. This information was developed from a review of publicly available best practices information from state, federal, and private sources including the U.S. Government's Chief Information Officers Council Committee on Year 2000, the United States General Accounting Office, and the Montgomery County, Maryland Year 2000 Program. These materials were used to create a best practices plan adapted for COG members.
