No the game has 6 races/card packs that are used there are not booster packs or collection for card building. Other races/sets are available, but they won't give you a competitive advantage.

There is special deck of summoners whose weak units you can use instead of default ones. But this is boring.
There are also reinforcement packs for many factions. So that you can build deck that is subset of many same-faction cards.… see more
