Does this case have the micro HDMI and usb port on the top or the bottom? Meaning, can I charge it while it is the open propped up position?

The case is 2 seperate pieces. The cover has a piece that pops up where you prop up the device, so you can position the device in any position.

It's on the side so you can have it propped up while its charging. The kindle does not allow you to browse while its charging, if you were already playing a movie it will continue to play but that's it

The hard back pops off and functions as the stand. The kindle can be rotated and charged while on the stand. I've never had a problem browsing while charging.

On the bottom. Also depending on which of the four positions you have it propped up in, you can still access the openings. If you use the low stand angle-natural typing angle, or the low stand angle-portrait orientation, it would be no problem, the other 2 positions will be diddicult on your cords. Since the Kindle HD screen turns either way you turn, you could put the Kindle in the position where the port openings are on the top (case upside down), and the screen would change to that position. Hope this helps.;
