After you link it to a cable card you can then remove the cable card and use it as a ClearQam tuner

It cannot tune OTA (which uses 8VSB). It can do unencrypted QAM. Traditionally, you have had to insert a CableCard for the initial setup, then you could remove the card and continue getting ClearQAM channels. With newer firmware, it has been implied that you can setup for ClearQAM without a CableCard, but I'm not sure everyone has been successful.
