how different is the 15-85 vs. 28-135 lens for canon

Without more information this is hard to answer. For one thing, the 28-135 is a full frame lens, the 15-85 is not. If you are looking for a lens for an APS-c body, the 15 equals a 24mm on a FF. The 28 equals about a 46 on the short end, pretty long for a general use lens.
