does it work with a Sony google smart TV or do you have to plug in a transmitter?

Yes it does. When you look at the product description, it will say "unifying receiver", which is basically a (in this case ) USB that plugs into the side of your Sony smart TV. The mouse might be a little jumpy when you sit really close. but if you're unfortunate enough to be using the factory remote, you won't mind.
