does this charger have an ic chip to prevent over charging?

yes the kindle chargers dont get hurt by leaving them pluged in after charging

I don't exactly but most charging devices do prevent overcharging but lithium chargers do normally prevent overcharging.

One of the reasons is to prevent overheating and fire. They had that problem in the early days of lithiums but are now prevented from overcharging by devices. To be more sure, I would call Amazon customer services.
