Richard Valelly’s “Two Reconstructions” argues that there was not one, but two, reconstructions for black enfranchisement. The first reconstruction, which Americans regularly call Reconstruction, occurred in the years following the end of the Civil War. During this time period, African American enfranchisement increased exponentially from about .5 percent of the black population in 1864 to 80.5 percent of the black population in 1868. Not only did most blacks gain the right to vote, but some also sought and won public office in several Southern states. The second reconstruction occurred during the 1960s Civil Rights Movement. During this second reconstruction, many black Southerners regained the right to vote through the Voting Rights Act.

One of Valelly’s most important theses is that the success of these two reconstructions rested with coalition-building. Coalition-building is the process through which political support for black enfranchisement was created through several different factions of the American population. In 1868, blacks received political power through an alliance of Northern Republicans and Southern blacks, who voted solidly Republican. In the 1960s, the alliance of liberal Democrats and African Americans helped push President Lyndon Johnson to support civil rights for blacks. Coalition-building is an important concept because it demonstrates the importance of institutionalism, as opposed to behaviorism. Coalition-building also shows that coalitions are inherently fragile. Politics are moved by several different issues, such as reelection. Hence, the political scientist, when studying the enfranchisement of blacks, cannot solely look at African American history; it is necessary to examine history-at-large.
