Perhaps without knowing it Dean tells how he and other bureaucrats took control of the direction of the U. S. fusion energy program away from the experts and led it into decline. Europe is now in the lead in magnetic fusion energy with the ITER and the U. S. effort in inertial confinement fusion just saw the failure of its NIF to reach ignition. On page 24 Dean, who was head of confinement systems for DOE, admits that "In reviewing many proposals over the years, I have observed that it is almost impossible to get a positive review of a proposal to pursue any idea that is not already being worked on in the government's own fusion program." Clearly a formula for failure. No new ideas are allowed.

While this book is primarily based on the experience of the author, the role he has played throughout several decades as a supporter of controlled fusion research in the US, make it a very relevant witness account. It's a common joke that fusion is the energy source of the future and will always remain so. His explanation is quite simple; in spite of the investment in this area, it hasn't been bold enough to reach the objective. He notes that if the roadmap proposed in the late 70s and early 80s had been followed, it's probable the design of a fusion reactor could have been accomplished, or at least been at a more advanced stage by now. While it lacks the perspective of other countries, it does a good job in explaining the problem from the US point of view.

Stephen Dean has held a unique position in the U.S. Fusion program, first in DOE's Office of Fusion energy and subsequently as President of Fusion Power Associates. He has written a knowledgeable perspective, from a U.S. point of view, on the evolution of the U.S. fusion program (primarily Magnetic Fusion). This should be a must read for anyone who wants to understand what has happened. Because fusion research is an international venture, the field would benefit from similar perspectives on the European, Japanese and Russian programs.
