Even after cleaning the two pieces I was trying to connect it wouldn't stick.. It's more like a thin strip of a thermal pad.

I was attempting to stick it to an aluminum heat sink onto the VRM's of my graphics card..

Something notable to add is that it is not packaged very well. Once opened I noticed the roll was unraveling and bent.
