More About the Author

David J. Garms was born and raised on a farm in southern Minnesota. He attended Gustavus Adolphus College, St. Peter, MN. (1964 - BA in Sociology); the University of the Philippines, Manila, Philippines (1978 - MA in Development Administration); and LaSalle University, Mandeville, La (2002 - PhD in Public Administration). He served in the Peace Corps in India (1964-66) and subsequently joined the U.S. Foreign Service (U.S. Agency for International Development - 1967-1997). In the Foreign Service, he served in Vietnam, Bangladesh, the Philippines, Malawi, Sri Lanka and Italy. While serving in Vietnam (1967-1971) he wrote the book, "With the Dragon's Children." He selected this title because in a legend the Vietnamese refer to themselves the "Children of the Dragons" of the sea and of the mountains. The book With the Dragon's Children is the only book written about the amnesty program for Viet Cong organized by the then south Vietnam government and funded by the U.S. Government.
