Local Authorities have specific powers to provide grants, known as Cash Incentive Scheme grants, to help tenants purchase a home in the private sector. This report documents the methodology and findings of: two telephone surveys amongst staff of local authorities which planned to operate a scheme in 1990/91, and those who did not; and a face-to-face survey amongst tenants who applied and received approval for a grant from local authorities operating the scheme in 1990/91.
