Sen Byrd has amassed a number of speeches in which he characterizes US budget deficits with a grab for power in that the Presidents are spending toooo much. He compares this with the problems of the Roman Senate whe the senate gave up the power of the purse. All well and good, a good history lesson; but, alas, one by a person who spends like there is no bottom to the coffers of the treasury. Because of his spending history (pork project spending) I find the book hard to take for the auther seems to be condemning Presidents for their spending practices; when in fact it is he (he is the ranking member of the Senate Finance Commettee) and other Senators who must OK the spending requests of the President. The book is a good read for its historical aspect only.
