Victor J. Kim was born and raised in Honolulu, Hawaii. He earned a bachelor’s degree in business administration from Loyola Marymount University in Los Angeles, California. He began working for the Honolulu Police Department in 2004.
It felt unfair that some recruits had more information than others.
