The United States can no longer take its preeminence in space for granted. A global market in commercial satellite services and the appearance of new competitors in satellites and space create an increasingly challenging environment. This study proposes new policies to better manage commercial space for national security.

James A. Lewis is director of the Technology and Public Policy Program at the Center for Strategic and International Studies in Washington D.C. Previously he was with the Departments of State and Commerce, where he was a member of the Foreign Service and Career Senior Executive Service.
