About the Author

Alexei Pavlichev is a Ph.D. student of public administration at the North Carolina State University. His academic interests include information technology and geographic information systems. He holds a Master of Public Administration degree from the American University.

G. David Garson is full professor of public administration at North Carolina State University, where he teaches courses on American government, research methodology, computer applications, and geographic information systems. In 1995 he was recipient of the Donald Campbell Award from the Policy Studies Organization, American Political Science Association, for outstanding contributions to policy research methodology and in 1997 of the Aaron Wildavsky Book Award from the same organization. He is author of Guide to Writing Quantitative Papers, Theses, and Dissertations (Dekker, 2001), editor of Social Dimensions of Information Technology (2000), Information Technology and Computer Applications in Public Administration: Issues and Trends (1999), and Handbook of Public Information Systems (1999), and is author of Neural Network Analysis for Social Scientists (1998), Computer Technology and Social Issues (1995), and is author, coauthor, editor, or coeditor of 17 other books and author or coauthor of more than 50 articles. For the last 20 years he has also served as editor of the Social Science Computer Review and is on the editorial board of four additional journals. (REAL NAME)   
This book demonstrates the state of the art in digital government. Rather than writing about what e-government could be, the authors take a reasoned look at the topic. The book is therefore neither overly optimistic nor is it hand wringingly critical. The international dimension is handled nicely in several chapters that extend the analysis to countries outside the US.

The book can easily become a standard reference for those who study e-government.

Pavlichev and Garson provide a beneficial and thorough treatment of electronic/digital government, examining technical, management and policy issues with both theory and practice. For both students and practitioners of electronic/digital government, Pavlichev and Garson offer an excellent overview of how we got here, where we are, where we want to go and the challenges along the way.
