On peut imaginer deux sortes de monde que nous léguerons à nos enfants. Dans l'un de ces mondes, les gens craignent tout et leur ombre, mais à l'exception de l'État, lequel les enserre pour leur propre bien dans la "tyrannie administrative" que Tocqueville avait prévue. C'est un monde doux et calme, mais morne, sans saveur, sans fumée et sans odeur, où les produits sont tous emballés de la même manière, où des avertissements et interdits de l'autorité figurent partout. Dans la novlangue de la rectitude politique, on n'y parle plus de flirt, mais de harcèlement sexuel, plus de vin mais d'alcoolisme, plus de tabac mais de tabagisme, plus de jeu mais de risque.

L'autre monde se situe aux antipodes: c'en est un de diversité, de couleurs, de liberté, de responsabilité, où chaque individu vit sa vie comme il l'entend, en assumant le risque de ses plaisirs et l'angoisse de sa mort. À la place de dispositifs qui administrent de la nicotine, de la caféine ou de l'éthanol à des ressources humaines remplissant leurs fonctions sociales, on y voit des gens qui fument, qui sirotent du café noir et qui boivent du vin de Bordeaux.

Un dénominateur commun unit ces deux mondes: le taux de mortalité y est également de 100%. Mais les individus qui meurent ne sont pas les mêmes: dans le premier cas, ce sont des esclaves; dans le second, des hommes libres.

Après m'être fait l'écho de quelques doutes scientifiques concernant la nocivité du tabac, et particulièrement de la très fugace fumée secondaire, j'ai tenté de démontrer que, même en supposant que le tabac menace la santé autant que la propagande étatique veut le faire croire, la réglementation coercitive de la production et de la consommation de ce produit ne repose en général sur aucun fondement économique rationnel sinon la glorification du paternalisme de l'État et l'accroissement de son pouvoir. L'État que nous connaissons à la fin du 20e siècle représente, bien davantage que le tabac, un problème criant de santé publique.
