Dr. Rigoberto Stewart outlines the history of the Limon province of Costa Rica and the grievances of the Limonenses against the Costa Rican government. The people of Limon are ethnically diverse and very poor, owing to the machinations of the central government. He proposes an autonomous province, Limon REAL, that will operate independently of the rest of Costa Rica. He proposes a declaration and statutes to guide the development of the rule of law in the province.

Much of the language in the declaration mirrors that found in the United States' Declaration of Independence. However, Dr. Stewart has done the Constitution one better. In the statutes, he outlines a government explicitly designed to protect the liberties of its citizens by strict limitation to those functions that protect life, liberty and property, and ensuring that those government forces are entirely subservient to the people.

Limon REAL is a well-written treatise on liberty, and will likely prove to be one of the founding documents in the growing Central American libertarian movement.
