Can an extender also extend another extender? Or are they all tied directly to a base router?

Pretty sure it has to be tied to the base router. I sent back the Linksys. Very weak signal.

A Router only goes so far, and then it needs a boost. So you get an Extender. An Extender is a power booster of sorts, and will only boost your original signal. It will boost the signal from it's original point to go farther than it would initially on it's own. As the signal goes throughout your house/apt. it gradually loses power. Having an extender will gather the power back up to make it stronger, to give it a "boost". So the signal will go farther than that point, where the extender is placed.
