It all depends on whether you have a web server installed on your PC and which one it is. An easy way to find out if a web server is installed is to open a browser window and type the address: http://127.0.0.1. This address is referred to as a loop-back address. If you get a 404, you do not have a web server or one is not configured to answer on port 80. Port 80 is the default port which the web server responds to.
