We can not afford to do industry training. It is the corporations responsibility to train their employees in the needed skills. The tools to learn need to be free at libraries and Internet. unless you expect the govt to pay the costs

nobody is writing the next engineering textbook
for free

nobody is testing and certifying grades for free
