Sweet Fire (Lovegram) by Jo Goodman - the heroine lives in San Fran and she lives on Nob Hill... she finds herself torn between two bad boys, the hero and his best friend- a fantastic historical romance with a ton of intrigue..

The Enchanted Land by Jude Deveraux starts in the midwest but a good majority of the novel takes place in San Fran.

Shirley Tallman has written three 'murder mysteries' - all of which take place in SF. The main character is a young woman attorney - around 1900... when WOMEN weren't supposed to be attorneys.

I know she's no longer well-liked (by me, too) but one of Danielle Steele's old novels, Thurston House (IMO, the only one of her books other than Family Album that's worth more than kindling) is set around San Francisco and the last half is mostly set there.
