How can I write small notes on kindle keyboard that have nothing to do with a book?

Items that are "Active" are not available outside the US, that is correct. Someone sent a blank piece of paper to their kindle and they were able to open it like a book and write notes on there. I haven't tried it.

I want to download a workbook from amazon on to my kindle fire will I be able to type on the workbook? I downloaded the sample and wasn't able to type on it.

@Iashonta: Most of the workbooks do not work properly. You can get a full refund within 7 days of purchase. Do that from the Actions menu next to the book title on the Manage Your Kindle page.
