Press and hold the power button for 30 seconds (time it). If that doesn't work, then contact Kindle support by clicking on help at the top of this page and contact us button on the next page

Because it's an electronic device with an operating system that connects to the internet and runs apps, etc... The system (or apps) gets stuck or bogged down on occasion for various reasons. Just like a computer, it can benefit from the occasional reboot.
