Do you need your own computer to have a Kindle?

This could be done at the library, too. Hotmail, Yahoo, Gmail, what have you. All free, and accessible on public computers. It would be, of course, slightly less convenient, but only for the email/manage your Kindle aspect.

If that's the case, you are going to also need an email account that you can access with a Kindle, to view purchase emails.

You need an Amazon account, which requires a computer. If you mean do you have to connect the Kindle to a computer, then no.
