Do not try to reset it or turn it on. Let it sit in that bag of rice at least 5 days.

Plain charcoal will absorb a great deal of moisture.

Or if you have a radiator, place it face-down on the radiator, with the radiator turned on low. Leave it overnight; the gentle heat from the radiator might dry it out--this worked like a charm with my iPod.

yes, rice is extremely hydrophylic and will draw moisture from the surrounding area.
It works similarly to commercial demoisturising agents sold in DIY stores for removing moisture in your house, but isn't toxic (though also less efficient).

Hold the off button for 30-60 seconds. if it still won't turn off, do the rice in a ziploc bag. I did this with an iphone, and then stuck it in the oven with the oven light turned on. The light will slightly raise the temp and speed drying. If your Kindle is less than a year old, you might just want to see if you can get a free replacement. Because even though I used my iphone for more than a year after it got water in it, with no trouble, once moisture gets into an electronic device, it can't start corrosion problems that don't show up for months down the line.

i placed my kindle fire and my water bottle in my bag and the water damaged it. i shook out most of the water. 1. Should the kindle be fully submerged in uncooked rice? 2. there is still some condensation and water marks on the screen is there anything i can do for that?

I'd put it back in the rice for 3-4 days to see if you can draw out any more moisture, but I dont know what to tell you about the water marks inside the screen.
