when I first boot up kindle for PC, shows 54 books then drops back down to 43. No new books are syncing with PC software. Saw where Amazon was trying to push this amazon cloud reader but I don't want to have to connect to read, books aren't like that. Is Amazon trying to dissuade from the PC version by not letting newly bought items download to PC? I deregistered the cloud version but it doesn't help.

No, but you could always ask amazon...or is to straight forward for you?

I don't understand what you are asking. I don't have to connect to "read" a book I've already moved to K4PC. I do, of course, have to be connected to download a book to the K4PC.

Are you certain you are distinguishing between "downloaded" and "all" books? (The latter includes those titles you've not yet downloaded from your archive.)

I'm not having an issue with K4PC on my system. A number of issues may work for you -

deregister the K4PC app and reboot the PC and then re-register
completely remove the app from your PC and then reboot and then re-install

If these two steps don't solve the problem, give Kindle support a try. Click on help on the top of this page and then contact us button on the next page.

FWIW - I had to restore my PC back to factory original to solve the K4PC app crashing all the time.
