Do you mean another Kindle in your household/registered to the same Amazon account, or do you mean someone else's Kindle, entirely?

If you have multiple Kindles on the same Amazon account (I have mine plus 2 kids'), then all the Kindles can access that same Amazon archive.

If you mean how do you "loan" an e-book to a friend, it depends on whether each individual title has been "lending-enabled" by the publisher. You have to go to the book's product page, scroll down to "info" and you'll see if it say's "Lending Enabled"... or not.

If it is, there's a link near the top of the product page that says, "Loan this book to anyone you like". Click that and follow the directions. Note that you MUST send the loan to a "real" email address; NOT a Kindle email address.

You find the title and click on it.

Lending is making a temporary loan of an e-book to someone not on your account. It's up to the publsher as to whether or not that is allowed, and most books from large publishers will not say, "Lending: Enabled" on the book's Amazon product page. If a book is lending enabled, it can be loaned out once...ever...for fourteen days.
