Kindle Fire HD or Kindle Fire HD 8.9?

It costs a bit less and does everything that the 7" HD will do. I would tend to want to put the least expensive item in the hands of a 7 yo that I could. I'm not sure that she will appreciate the difference in screen quality and storage limitations are not that bad - especially since you can store stuff in the cloud for ready retrieval.

We have all 3 in our household. If you are set on an HD, then the 7" would probably be best. The 8.9 is bigger, but with that size comes weight and mass - more difficult for young hands to hold.

Of course, you know your dd and I don't, but that is JMO. ;-)

After you get her a Kindle, you should zip tie her hands behind her back so she can't buy a new car using the "one-click" buy icon :-)

Ronald - She can't if the OP turns of 1-click in his account and password protects purchasing in Parental Controls.
