Whispersync Device Synchronization Issue

I have a Kindle Keyboard and a Kindle Fire. My last-page read sync has never seemed to work for me. No matter where I stop reading on either device, the other device never starts from that last page read. Both devices are in coverage areas and the Whispersynce is turn-on according to the Manage My Kindle webpage. Is possible that I'm supposed to be doing something special on each device when I'm finished reading in order for the sync to work properly. I'd really love to use this feature, since I use my Keyboard outside and my Fire while inside.

You have to turn wireless on and sync on each device (with the device you want to sync to sync'ed first) for sync to work.

If you're not leaving the wireless on while reading, then you will need to turn it on and sync when you finish reading on one device, and when you begin reading on the other device.

When you stop reading on a device, check to make sure internet is turned on and then return to the KK or Fire home page before you turn off the device or let it go to sleep.

edit to add: When I'm switching between devices (Keyboard, Fire, Basic K4) I hardly ever sync them other than just clicking 'yes' when asked if I want to go to the furthest page read.
